Saying Ruiz is American is like calling a dog a horse because it was born in a stable. Citizenship is irrelevant when discussing ethnicity/background. I would not be surprised if a lot of the people claiming Ruiz as American would be the same people to tell him to "go back to your country" if they saw him in the street and he was not the heavyweight champ (or they did not recognize him).
