Should we blame Manny more than Floyd for their fight not happening sooner?

it was stupid, but even till this day I don't know what he could've taken within 14 days to give him some super edge. Only one side ever sent or proposed actual offers and that was Floyd's side. He even offered to wire money to Manny to sign the fight when they spoke on the phone. Obviously it's not the way to do a deal, but the intent was there. Only one side ever refused blood testing and come up with things about being scared of needles despite being covered in tattoo's and that was Manny's side. We all know Bob prefer's to keep his fights in-house and Pacquiao at the time was making him serious money and he didn't want his cash cow losing to a fighter he doesn't control. I'm a fan of Manny and love watching his fights and don't think he would shy away from a fight, but i think his team were responsible for that fight not happening sooner.

I believe it was both parties. Haymon probably advising Floyd to hold off and let the fight marinate and Arum wanting to milk Pac's value for all he could.
