Roy was more pure freak athleticism. He had has the highest athleticism of all time IMO. He had good power and amazing speed. Other fighters like SRL would sometimes take off power and throw flashy arm punch combinations for their peak high speed shots but Roy was always throwing power shots at peak speed.
Floyd was high ring IQ combined with high athleticism. A lot of high ring IQ guys like Hopkins, JMM ect had average athleticism and a lot of athletic guys like Hamed or Jones used unorthodox styles that left them open because they could get away with it. Floyd was one of the few that had amazing speed while maintaining an orthodox style. Young prime Toney had fast hands so he was similar.
I rate Floyd higher p4p than Roy for having a consistently higher opposition level. Roy beat peak Toney and green hopkins but had many years with poor opposition. Floyd had consistently high opposition his entire career. He also may be slightly less athletic than Roy but his combination of athleticism and fundamentals and boxing IQ has never been matched. Only ones that come close were Hearns, SRL, SRR and Whitaker though they took more risks or fought less conventionally (whitaker).
It wouldn't be a close 1A and 1B. If Jones peaked during Mayweather's peak he would be a little bit more popular. Roy didn't really have the rivalry that Mayweather had with Pacquiao. Jones didn't really hit the peak the way he could have reached because of that.
Interesting that you've included Pacquiao. With the debate Floyd/Pac during their primes, wouldn't it boost Jones more into #1 because of having no rival?
Love Roy a lot to this day. I'd have to go with Pretty Boy Floyd. That's actually who Floyd inherited from to being the best fighter in the world in his era, the great Roy Jones. Screw the P4P BS.

If Roy was prime during Floyd's era, not only would Floyd not be considered p4p number 1, Floyd would not be "Money" Mayweather... The buzz around Roy would severely dampen the buzz around Floyd (and the desire many might have to see him lose...which is what got Floyd so rich)
