Looks like the plan is to feature all of the Cubans are featuring on a show from Barclays Center (why not at an arena in Miami/South Florida is beyond me).
Lara, Ortiz, likely Rigondeaux, Rances Barthelemy, and Barthelemy's brother, with New York fighters added to the show to try and hustle up some tickets.

I was guessing because I never heard of any offer. According to Hearn, he didn't even talk to Ortiz's team.

Ortiz - who lost to WBC champion Deontay Wilder in March - has been rumoured as a potential opponent for Whyte, with Wilder claiming that he would take on Whyte if he came through the Cuban.
Hearn has disputed Ortiz’s claim that he’s currently in Whyte’s firing line, however.
"Ortiz is boxing on the Wilder vs Fury card. Then he put a story out saying: 'I'll fight you on December 22,’” Hearn added.
"So it hasn't really been discussed or looked at, and if we can't get Chisora, we'll be on to them and also Brezeale.
"But Chisora, I'm hearing he wants to take the fight now, and if we can get it wrapped up by Monday or Tuesday, we're all good to go."
They never intended on fighting Ortiz.
Whyte made an offer Ortiz turned it down. Whyte has fought top 10 comp to earn a shot. Ortiz needs to do the same.
Whyte is a draw in the UK, Ortiz brings nothing to the table. Top contenders have more incentive to fighting Whyte than Ortiz. Same old story. If Hearn really wanted to make the fight happen, I am sure both parties could have reached an agreement.

That's crap. Whyte called Ortiz out, Ortiz called his bluff, and then Whyte and Hearn went on to pick Chisora claiming that's what fans wanted.
But when no one in the top 10 (minus joyce on WilderFury2) will fight him, what is he supposed to do? Its a stay busy fight and he is getting paid which is what the old man needs
It's a 40 year old fighting for a payday. That's exactly where Ortiz is at now. It's where most 40 year olds still plying their trade without a decent resume are at.

My hope is that maybe they just want to put on an all Cuban card with Lara, Ortiz and Rigondeaux (which should be in Florida) and needed a quick opponent after Ortiz fighting in December. This would be 3 soft touches in 8 months, so he should ready for something big after that. Hopefully Joyce.
