Situation was a bit weird though because it clearly wasn't enforcable - as best I could tell they never specified a percentage split so if GGG had chosen to hold out for his Champions split it wouldn't have got made (hence using the threat of remandating Charlo when it looked like Golovkin might consider turning away later on).

I would say that after Canelo failed 2 tests and got suspended, not even Sulaiman dared carry on treating the rescheduled fight as a mandatory defence by Golovkin, which is why the WBC kept quiet and allowed the IBF to go ahead with their mando order.
I guess we'll never know if they would have ordered a purse bid for GGG/Canelo in the event of a deal not being struck for the initial date.

According to Sulaiman, the WBC gave Breazeale a signed contract stating that his proposed fight with Stiverne would be a final eliminator, with the winner becoming their mandatory. But Stiverne ended up going straight into a title fight after Ortiz failed a PED test.
Again, according to Sulaiman, that meant they were legally required to make Breazeale their mandatory challenger if he won his next fight, against Molina.
