the Japs also tried to strom arm Ali into a full blown wrestling match vs Inoki in 1976. they wanted to let Inoki slam and kick Ali but he wasn't going for that. so the rules allowed kicking but only from a laying down position. so Inoki spent the whole fight laying down kicking the veins off Ali's legs. those kicks were nasty.

Floyd got cold feet. It was just too outside of the box for him. Unidentified rules, etc. would likely include kicking. Floyd is a shot caller and likes to take control of everything. No way he gets bullied to agree to anything.
