Miller said he won't fight abroad, I don't think he will take that fight. Pulev is an underrated boxer, these brawlers will struggle with him.

No problem. Always happy to help. Any time you see #1 or #2 vacant in the IBF rankings, anybody in the top 15 can request an eliminator and they'll get it as long as two fighters ahead of them don't object and agree to do an eliminator too.
Pulev will struggle to get guys to fight him in Bulgaria for 25%, it's as simple as that.
The IBF will keep working down their list, until the answer is yes.
Hughie Fury is next, and if he doesn't want it, the list goes to Carlos Takam. If Takam passes on the fight, you get down to 5 German fighters I've never heard of and one of them will gladly take the fight.

most ibf eliminators are voluntary. anybody in the top 15 can volunteer and the highest guy to say yes is who they fight. 1 and 2 sit vacant until guys offer to fight eliminators for those spots.

And that's the point of refusing to go to negotiations and straight to purse bid. Pulev's team knows some garbage fighter will eventually accept 25%.
