The organizations rank the best fighters lobbying to be ranked by them. None or the organizations publish rankings of the best boxers in the world. They publish rankings of the best boxers currently fighting for their organization.

Name someone else who "pursued" the IBF, lmao. Errol Spence worked his way into the mandatory position by agreeing to eliminators and won the title as the mandatory. Kell Brook worked his way into the mandatory position by agreeing to eliminators and won the title as the mandatory. Shawn Porter won the IBF North American title, to put himself in position to fight for the IBF world title. It's not my fault you have no idea how the sport works. Everybody who becomes mandatory had a promoter or manager actively pursuing a ranking in that organization, seeking eliminators or regional titles, etc. That is how boxing works.

Personally I think their route to a title is the easiest, they also enforce their mandatory in most cases that I have seen. Sometimes you do scratch your head how some of their mandatory gets a shot.

Then they should take a look back at their system of picking mandatories. Maybe add a few more steps to their eliminator. would make the situation even worse. they already have the most steps, which is why many top fighters orefer pursuing other titles instead.

Boxing has four major leagues. Those leagues can't force anybody to fight in their league. The IBF ranks the best fighters willing to fight for the IBF. They order eliminators between the best fighters willing to fight eliminators. If a great fighter like Spence or GGG is IBF champion, a lot of top fighters are going to avoid pursuing the IBF title. Top guys aren't lining up to get beat up by Spence for 25% of the pot. Top guys aren't lining up to get beat up by GGG for 25% of the pot. This is how boxing works. Then they should take a look back at their system of picking mandatories. Maybe add a few more steps to their eliminator.
