Vanes had a decent ranking with the WBC and over time most of the fighters in front of him lost or left to fight for other organizations. So by being inactive, Vanes eventually had risen to the point where he was one of the highest ranked fighters willing to fight an eliminator.
After the eliminator was set, purse bid conducted, etc, his opponent dropped out. Often in those situations, the fighter who agreed to the purse bid and didn't drop out will jump to the top of the rankings to replace the fighter who refused to honor the purse bid.
Vanes was ranked #1 at 154 in the WBC, so refuse to approve him for a voluntary defense at 160 would have been tough to justify.
Vanes wasn't ranked by the IBF in any division, which made it tougher for them to approve him as an opponent.

I suggest you look him up and scope out his amateur career as well. And how in your mind did GGG duck him when he had a fight with Canelo scheduled? It wasn't his fault that fight fell through. And while I think GGG beats him as well, to risk a fighter like that when you had been training for a totally different guy like Canelo would have been stupid. I don't have a problem with Golovkin fighting Charlo next. In fact, I'd love to see it. It'd be interesting to see what GGG's critics would say on the outcome. If he fights Charlo and loses, of course, the haters would say that they knew he was a hype job all along. But if Golovkin should win, I wonder if they'll say that Jarmall is a hype job or wasn't ready because he hasn't fought for very long @ MW. Or, would they finally give Golovkin some props?

Because they are using it to strong arm GGG into fighting Canelo on his terms when he was the reason that the fight got delayed. Let's not forget that Charlo was n/a at the time the May fight happened, therefore missing a title shot opportunity.

As I understand it, there's no real problem. If not Canelo then unification with Saunders. If neither is available or willing then Charlo is as good as any.
