I think it should just be 1 or 2 instead of 4. There’s too many paper champions with 4 belts & some champs just hold the belt hostage fighting bums for years until they’re forced to fight a legit contender or another champion. Obviously it would never happen but 1 or 2 titles would make things a lot more interesting since I’d like to think everyone in each division would want to go after the guy with the belt instead of constant ducking.
Just 1. The UFC only has one belt per division and everyone knows who The Man is in each weight class to beat. That's how it should be in boxing, too (interim champs notwithstanding.)
The problem is boxing has a bunch of different governing bodies, so it's a pipe dream only, unfortunately.
Who is gonna get rid of them? Boxing has no overall governing body, it's fragmented, just a load of companies doing business together. So basically the WBA or whatever are not exactly going to happily close their business when they don't have to.

Would create a clear path every fighter has to take to be number one no more bs mandatory fights by the IBF vs some Latvian goat farmer

One belt per weight class would be best if things were properly run. Then the champ would be the champ without question. Champions should be made to defend that belt at least once every 6 months. All title defenses should be against a top 5 contender and the number 1 contender should get a title shot at least once a year. Meanwhile get used to 4 belts per weight class because they aren't going away.
Use to be like that in the 70's and 80's when I starting watching boxing once the IBF was formed it went down hill

But elevate the old school regional titles like the NABF or BBC
Fighters should go from region titles, Japan, North America, South America, euro etc.. then from those crop of regional belt holders, that should make up the contenders for the world title
