If Munguia made the 154 limit, he is a Jr. middleweight. I was never convinced that Ali was a proper Jr. middleweight. So the disparity in size had to do with both factors.
Did Goldenboy get promotional rights for munguia? If yes, I could see them feeding Ali to Munguia, because Munguia with his fighting style and as a mexican is much easier to sell than a muslim who is called Saddam lol.
If not, It's commendable, but it was a dangerous move to allow ali to face munguia on short notice.

Bullsh*t. He was a world champion but not a good one. As a world champion he should be ready to fight anybody his weight. He probably would have lost to Smith and the Mexican beat him very easily. He beat a sub par Cotto but he isn't very good and will probably never be a world champion again. He got beat by a very high quality fighter and a worthy champion and boxing is better off for it.

Doesn't always work that way. Scales often fall under different calibration and you might think you have your guy at 135 but your scale was 1lb off. I've trained with pro fighters and have seen this shyt. A 1lb variance is totally normal.
