So in that case, there would be no back and forth and/or lobbying.

Yeah. They called for it. But they have to enforce and announce it in order for it to be official.
Any sanction can call for a fighter to fight someone next, they have to order AND enforce it though. Normally that comes with "fighter a has to start negotations with fighter b by (specific date) or it will go to a purse bid".
As GGG was given a pass on his IBF mando so he could fight either Canelo (already ordered by the WBC) or BJS (unification) I would say that signing to fight somebody other than Canelo or BJS would put him in breach of the IBF's rules on mandos and they would be entitled to strip him immediately.
I guess Connolly is lobbying for the IBF to enforce their rules strictly.

For g to sign a contract to fight someone else, he needs the blessing of the IBF. That is why a contract with Martirosyan has not been signed. The ibf said no.
Apparently they have not confirmed if they will allow anyone besides Derevyanchenko to be g's next opponent or not. And without their consent, their is no fight, so no signed contracts. I'm not sure if the IBF turned down Vanes, because he is such a weak opponent, or if they are just waiting to decide if they are going to enforce Derevyanchenko as mandatory and G's next opponent.

His team (Connolly and DiBella) are currently lobbying for it now. When they say "he will be stripped" - they are speaking from the hope that the IBF will enforce and mandate that fight. They just haven't yet.

The situation is a bit more nuanced than that. Golovkin has an IBF mando due. Its been due for some time now. He was given a pass for the Canelo fight, but no opponent other than Canelo or Saunders (unification) would have been approved. Fighting anyone else would result (and SHOULD result) in the IBF stripping him.
Everyone knows Im a HUGE GGG fan. But if he fights anyone other than Saunders or Derev next, then the IBF would be correct in stripping him.
You either have rules, or you dont.

Problem with the ibf is that they exist we only need one champion per division so guys like thurman, Stevenson, and Joshua can’t hold titles hostage and everyone is after one thing.
Why are you including AJ with the likes of Stevenson and Thurman?
AJ has fought 2 unification fights in the space of a little over a year, and now holds 3 of the title belts in his division.
Refusing to give Wilder, who brings a tenth of the money AJ brings to the table, a 50/50 split is not holding belts hostage.

No they won't commit Sergiy to face Golovkin on a few weeks notice. If it's going to happen it's will be shortly after May 5.

I will give the IBF that, at least they do seem to abide by their own rules a bit more consistently than most of the other orgs and they do at least enforce their mandos and have a consistent (if deeply flawed) ranking system.
Yeah, their overall ranking system is completely flawed. But coincidentally (or not) their middleweight ranking is really good right now. Followed closely by their heavyweight ranking.
IBF is normally a lot more sensible about things like this. Although, this is probably a first for them, atleast of this high profile of a status.

Funny thing with the sanctioning orgs though... in general they move with glacial slowness, but then ... just occasionally, sometimes for obvious reasons, and sometimes less so, they burst into action and make some half-cocked dumb decision which everyone disagrees with. The thing they can absolutely be counted on not to do is the thing which makes the most sense.
Probably they were just caught a bit by surprise and no one with money had given them clear instructions.
