Ortiz WBA suspension .
A. Boxers, their representatives, and promoters are obligated to “know and be familiar with all Associations rules.” WBA Rule C.14.
B. The WBA Ratings Committee and Chairman have sole discretion in ranking boxers and may consult and consider WBA ratings guidelines, ring performance, regional titles, bout activity or inactivity, failure to participate in WBA bouts and any other factor the Committee deems relevant. WBA Rule B.5-8.
C. No boxer who has tested positive for a prohibited substance can be rated, or be permitted to participate in a sanctioned bout for no less than six (6) months from the date of the positive test. WBA Rule C.45.

IV. DECISION
As a result of Ortiz’s second positive test for a prohibited substance in a period of three (3) years, the Championship Committee orders as follows:
1. Ortiz’ status and recognition as mandatory contender is revoked. Ortiz is removed from the WBA ratings and suspended from participation in any WBA sanctioned bouts for one (1) year (until September 22, 2018).
After March 22, 2018, Ortiz may request his suspension be lifted, which may only be granted in the sole discretion of the WBA. For the suspension to be lifted, Ortiz must continue to fully participate in the VADA Clean Boxing Program at his expense, shall not otherwise test positive for any prohibited substance or refuse to be randomly tested, and must undergo an independent medical evaluation to determine whether he is medically fit to fight.

The IBF clearly should not have called for their mandatory to happen next knowing that the WBA had already called theirs but once they did it was clear that of the two governing bodies it was the WBA (whom again had said they would probably allow a voluntary) whom would bend first to allow Joshua to fight both. You cannot deny that had Joshua faced Ortiz instead of Pulev then the IBF would have (well should have... they did to Fury) stripped Joshua?

Pulev was due prior to the Klitschko bout and Pulev's team objected to Joshua facing Klitschko again first. At this point an agreement was made that would allow for Joshua to face Klitschko again provided that Pulev was immediately after. At the same time the WBA were still stating that they would allow Joshua a voluntary and would not force their mandatory... thus Joshua had the opportunity to first face his IBF mandatory and then his WBA mandatory. There is no decision there on who to fight and you know it... even if you refuse to accept it. Joshua was even on record stating that Ortiz would be his next opponent after Pulev so all Ortiz had to do was wait... and not get popped (which is obviously what happened and thus he was removed from WBA rankings having previously failed tests whilst fighting under the WBA).
