IMO since this is already a disciplinary hearing, appearance "in person or by telephone" doesn't matter much to the commission hence he was given that option.
NSAC will just want to hear an admission from Caneloterol if he took Clenbuterol intentionally to finally decide on the length of the suspension which I think ranges from 2-years to 6-months depending on Caneloterol's answers to the commission's inquiry.
It looks like they already made up their mind and their suspending him so showing up probably won't make a difference he should only show up if his legal team advices him
No, he shouldn't. Not when he lives in another country. And, the NSAC are not trained in reading body language so that can't be given as a reason why he should be required to show.
That said, he'd be foolish not to. He's in a position where he can show up and appearing in person only HELPS your case unless you look like a freakahow.
