I can't find anyone more accomplished, but it is absolutely stupid to give fighter of the decade to someone who last fought in 2015. If Canelo beats Golovkin in May, then gets another or two good/great wins in 18-19, I think he should get it, as he's accomplished the most in that decade. If Ward comes back and either beats a couple of great LHW fighters, or beats a CW champ, then he will be in the running. If Golovkin beats Canelo, then has a couple of good defenses to extend his streak, and/or moves to SMW/LHW and has a few good wins, then he should be in serious running.
