If he had good power like a thurman/spence etc what top guy's past or present do you think he could have beaten if he had legit power?
If Paulie had been born with good power, he would've emerged as a completely different fighter, so the point is hard to argue.
If Paulie had simply developed as Paulie (from his debut in 2000 through 2005, just before he got to the world level) and just been touched by a higher power with good pop Christmas 2005, Paulie Malignaggi would've likely stood as a rival to Floyd Mayweather Jr to p4p supremacy.
Floyd would rule 147lbs from Las Vegas, and Paulie would rule 140lbs from NYC. Let THAT marinate for a good long while (Paulie didn't leave 140 until at least 2010, and there'd be little incentive to speed up any move, tbh), and you'd have a really special fight.
Paulie has poor defence, literally just relies on the odd counter punch and headmovement to avoid punches.
He has hands but never puts them up, not even when hes getting hit.

He gave Cotto a run for his money without the power.
But realistcially it's hard to say because he would probably fight totally different.
Considering he can't punch at all, he did decent. I don't see him beating elite fighters with or without power.
Maybe he would have beaten Broner, Khan, and Hatton.
The thing is tough, that Malignaggi isn't an aggressive fighter.
He trows lots of jabs and keep the pace up but he doesn't go all in on his opponent.
