Note, this is also part of the way Floyd has extra flexibility/complexity in his tax structure. Floyd Mayweather didn't get a check for $100m (personal income tax, state/local tax; like most folks who file); Mayweather Promotions paid an expense to Floyd Mayweather LLC amounting to $100m (b2b transaction, expense added to the other costs to offset revenues that came into Mayweather Promotions on the event, lowering the base from where any tax is assessed).
I think he cashes those checks and starts spending the money just as soon as he receives the checks so the only check he could pay the IRS with is the check he will receive for fighting Conor. If he could pay the IRS 2015 taxes so easily he would have already done so and it wouldn't be in the news.

Floyd's actual point was that, he's in a position that he's yet to even touch any of the money guaranteed for the Pacquiao fight (nevermind the actual Pacquiao payday or anything he cleared on the Berto fight).
Before the Alvarez fight, Floyd's money had already been invested, at least for one investment vehicle, in an asset that was paying him $12m over a year as a dividend payment.
Figure the Alvarez payday, and the two Maidana paydays, and you're looking at another grip of money to lock away in investments. Throw on top of that the Pacquiao and Berto paydays (Floyd has seemingly invested near all of that money too), Floyd could possibly be looking at an annual $50m dividend payment (if he's actually taken the winnings from the Alvarez fight on, and put the balance into the type of investment that was already getting him a monthly $1m dividend).
Floyd can live off the residual for the rest of his life, and likely never actually have to spend any of his actual winnings ever.

If you owe $20k in taxes, yet own your house, why sell your house when you've got a $30k bonus owed to you in a few months?
Floyd seems to have his money invested; why sell any investment now, when you know that you've got a guaranteed $100m in uninvested money coming your way in a few months?
Pay the bill with the uninvested money, use that same money to pay the current tax bill, and then throw any remaining money into your growing investment portfolio, never to be touched again as you live off of the residual.
Floyd is likely to make $200m-$300m on the fight, the 2017 tax bill will maybe be $40m-$50m, and Floyd is openly talking about this being his final fight camp.
The owed amount from 2015 is whatever, but Floyd could easily end up throwing another $150m, onto the $150m that he got for the Pacquiao fight, on top of the $50m from the Alvarez and his other revenues since the Alvarez fight (for argument's sake, let's total it $400m), put that all into a 5% annuity, and pocket $20m a year, without ever actually spending a penny of the actual $400m.
