A LOT more skilled? Nah. Rigo has the slick, evasive, defensive ability but as far as offensive skills are concerned, Loma is a magician. It's one form of magic vs another and I think it would be fantastic to see how they would match up in the ring.
I really think Loma would have to look out for serious fouls though since Rigo felt it was necessary to beat Flores who doesn't have the skills Loma does. Thankfully that fight was changed to a ND or NC or whatever since it was clear fouls that caused the KO.
Ward should've been either DQ'd or given a NC decision as well but Roc Nation paid off the right people for that one.

You are correct on that. Only way any fighter who has a great chance of beating one of Arum's top fighters, gets a fight is if they sign over options for future fights. Arum could say what he wants, tell people so and so turned down this much money, but in reality the fight didn't get made was because those fighters didn't want to be tied up to Arum for future fights.
What, Loma and Manny have taken n dangerous fighters over the years.

They're in different weight classes now and too far spread apart in weight, it makes no sense. Loma's too big for Rigo but if Rigo wants to pull a Brook that's on him, Loma's not moving back down or doing a CW.
The difference with Brook is that he moved up 2 classes & fought a sub par skill fighter with a big punch. In this case its just a fast skilled fighter Rigo will go against plus Rigo. is way more skilled than Brook. So I don't see any eye sockets busting in this fight.
So there shouldn't be a problem getting it done, right?

Does Rigo have a real chance at beating Loma? Yes. Will Arum let anyone who isn't signed with him and who might win fight Loma? No. It has been proven hundreds of times over the decades and nothing has changed.

Funny thing is Klimas all of sudden is saying he's just a manager and they need to go through Top Rank to make the fight but yet he's the one talking to Robert Garcia about making a fight between Loma and Mikey. We all know there's no way of Arum allowing a Loma/Mikey fight but it hasn't stopped Klimas from talking to Robert. Klimas a well aware that Arum would never make a fight with Rigo again so he tells them to negotiate with Top Rank so he won't get blamed for the fight not happening. Loma will fight another Top Rank fighter or some lower lever fighter from a small promotional company.
Unless they do that, the fight won't happen, because Arum certainly isn't going to contact them. Rigo, or maybe Rigo's team, are not exactly Arum's favourite people!
And yeah, this does remind me a lot of what was going on with Lara and GGG.
Lara didn't really want to fight GGG for the kind of money he could realistically expect to get for it. And, imo, the same thing applies to Rigo with Loma.
Rigo is a great little fighter, but nobody is going to give maybe 8/10lbs away to a guy like Loma and beat him.
In the lower divisions, the money just isn't there to pay Rigo what he would want - and deserve - for moving up two divisions and taking an L.
It would be stupid for Arum to talk to angry people with chips on their shoulders.
If he initiates the talks he would be confronted with tons of demands as if Loma
was the one who started the twitter exchanges.
There is not even a motivation to do it as the guy can't draw flies.
Casuals don't like him. Only hardcores most of which are the usual people asking for free streams.

But Decubas and Lara would just rather talk and tweet.
In Rigo's case all he has to do is instruct his manager to make phone calls and the manager in turn would talk to the Roc exec, if he is still with them, to start the negotiations. I don't know what is so complicated about that.
