What I think McCain and others initially attempted to do was implement a federal commissioner directly appointed by the president more direct control over boxing promoters, television networks, casinos, refs, etc.. Less weak links in the chain could make sense but then there has been a long history of politicians using boxers to promote the strength of their own racial bloodlines so there would always be the potential for racial bias. Although, I always thought Trump as mean spirited in his reality show, I never saw him as racist.

Boxing is not just about money but also all kinds of other testosterone driven factors, which is probably why the federal government got involved in the first place.

Actually the Federal government has regulatory powers over boxing, thus, the various Boxing Acts. That said, one of the president's main duties is to enforce the laws so yes he could help clean-up boxing. Dont think he has the power to clean up congress though but then he should tweet more on term limits, gerrymandering, lobbying contributions, etc..
