Pacquiao is still incredibly quick and has the most experience out of all the welterweights at the moment. That should not be disregarded. I think this is why Spence still sees Pacquiao as one of the toughest match ups at 147. That said at this stage in his career I don't think he beats Spence because of the size difference they would have in both height and weight coupled with Spence's skill set.
I tend to agree with what Tim Bradley said when speaking on how Pacquiao matches up against both Thurman and Garcia. Basically being that Pacquiao punches a lot quicker and straighter than both of them and that he would likely out point them by beating them to the punch everytime. Not to say that they don't have a chance against an aging Pacquiao that is nearing 40.

Im sure Floyd has got a better resume than Brook and Thurman and historically will go down greater.
But youve still got to fight the toughest oppoents to be the best. Beating Ortiz,, Guerrero, Maidana and Berto dont make you the best when the toughest oppoents are considered thurman and Brook at WW.

You have no idea who you are talking to as I've seen every Pacquiao fight live since like 2004 and went back and watched every meaningful fight before that. Trust me, you don't know more about Pacquiao or his style than I do. His style changed after getting knocked out by Marquez but he's nowhere near close to being shot. As far as his reflexes go, every fighter loses snap and it's no different for Manny but his feet and hand speed are still elite, even if they are not what they used to be.
Close to shot? I just don't see it. He took a top 6-7 WW in Vargas and totally dominated every round. Bradley almost lost to the guy. Almost shot is not at all accurate.
