I think they are definitely in a hole...
As for Argentina - I think they had a very good generations that is now gone or on the way out. Sergio, Maidana, Matthysse(I don't see him coming back to top level) made it big - Narvaez and Reveco were top little men for years and now there just doesn't seem to be that much talent in current generation.
I think it's a bit different with Puerto Rico. First of all - they just don't have a Major star for a first time in a while. It seemed that Tito Trinidad passed a torch to Miguel Cotto who hanged around on top for long time and now there's no such guy to follow.
But I still think they have a lot of talent, it's just a bit unfortunete that fighters like Arroyo brothers who are world class fighters can't get opportunities and are side-tracked while lesser fighters compete for titles.
Even guys like Jesus Rojas, Luis Rosa, Jose Pedraza doesn't seem to get a support that fighters on similar level from Mexico or UK get. It's just business and they don't get the same opportunities imo.
I think Emmanuel Rodriguez has all the tools to make it big, I think he's more talented than Leo Santa Cruz and can already beat everyone at bantamweight, then move up.. but again - where is the support? He signed with Haymon and fought twice in US on small shows - 1 fight in 2016...
Guy that gets the most hype and support is Felix Verdejo - who just doesn't seem to have it to make it even with all the amazing things that Top Rank do for him.
So to sum it up - Argentina doesn't seem to have talent at the moment, Puerto Rico still has good guys but just no support that fighters in other countries have.
You should add Cuban boxing to that list. Because like I said in another thread, with them getting rid of the immigration rule that favored Cubans, it will be harder for them to defect now.

speaking for my country, we are waiting on chino's bro, fabian, and brian castaño. those are our hopes. then there are another two prospect that i think might make it to the US, alberto palmeta (olympian) and nery romero (who fought a couple of times in the US already). also i hope lucas comes back renewed
