IBF got busted for it before and they're not even the most obvious offenders
The WBO rankings for example seem to be almost entirely at the whim of Bob Arum and Frank Warren
Being ranked 14 by one sanctioning body is the equivalent of being top 30-50 considering champions aren't ranked and all 4 organizations have their own rankings. I wouldn't look too much into it.
