Puerto Ricans are Black, and they say that word if they want to. Other Black people (African-Americans) don't have an issue with it, by and large. It's not said in the same way racists say it. So, actually, even though many Mexicans don't know about it, the average Mexican is Black, too.
Mexicans, much like Puerto Ricans, are a mix.
There is no Puerto Rican who is actually from here that isn't Black.

Now, as to what you said about percentages, you're listing them wrong:

When you divide all those categories, it's borderline an even split between everything. Puerto Ricans are a mixed-race people.
Moreover, even if, hypothetically, a specific "exception" of an individual were to tilt in the way you're claiming, they would still be Black.
20% wouldn't mean that only their feet are Black, or that only their arms are Black. If you have Black DNA, then you're Black. It certainly doesn't equate to African ancestry being "negligible." Human beings aren't statistics, and that's without considering that 20% of African ancestry is a huge number, anyway.
You're ignorant of history, and of how the human body is composed. PR was taken over by the slave trade once the colonists arrived, so much so that the average for African DNA is a little bit higher than even their Native American DNA. African might even be the highest out of all, considering that the Eurasian portion has a few diverse subgroups.

Wtf? If a word is considered "racist" because someone of a particular ethnicity says it and is demonized as a POS for it, yet it is considered acceptable for someone of another ethnicity to use the word, the person or people making that specific determination are racist.
It shows a direct bias against one ethnicity or perceived "race". You see a "white" person use the word and they are a vile POS, when that person themselves might be of a heritage that has experienced tragic racial discrimination.
A person who is offended by another person using a certain word because of past racial injustices, when the person using the word has a claim to past racial injustices, defeats the argument altogether.
Long story-short is if a word is considered racist......... DON'T USE IT AT ALL. By selectively deciding when something is racist or not, you undermine your cause and paint yourself as a racist, hypocrite.
