It's not quite full-on sarcasm, he's half-serious, half-sarcastic. He's implying that if he turns up in the same condition as his last fight then Canelo should have no trouble with him, but he doesn't actually intend to show up to the fight in that condition.

He didn't didn't defend his title for a year. Then he defended his title against an easy guy and says his next two defenses will be against easy guys. He is a belt holder but other than that he has little effect on the middleweights. I think a rematch with Eubank would be a good title defense and a good money fight. In a perfect world he would fight the GGG vs Jacobs winner but how likely is that?

Yeah that's how I took it as well, it's a funny way of doing it but he's trying to get Canelo's attention.
One thing I like about BJS is that he acknowledges his flaws, he basically admitted that he shouldn't have won his last fight and acknowledges that he will need to be much better if he is to have any hope of beating the best fighters in his division.
His clearly being realistic about his past performance and knows he needs to improve. Id rather that mindset then someone ignoring their faults and thinking they are invincible.

he may have held one of several belts and not the lineal one and he may have held it for a short period of time. but he held it like a champion, willling to take on all comers.
even if he was not the universally recognized champion, as far as alphabet belts go he was as real a champion as they come, however brief it lasted.
he can hold his head high that for a period of time he held a piece of the HW championship and did so with pride, dignity and honor.
