I think I know why, and whats happening.
When I was fighting I was a heavy, and I liked to spar with super middles and light heavies because they were quicker and made me work harder. I had a heavy that i sparred with too, but we knew each other too well.
One time I was sparring with the super middle and it seemed like his punches were harder and sharper all of the sudden. He was hurting me Pluswith body shots.
I mentioned to him that his punches were hurting me more all of the sudden and I asked him what he was doing to increase his punching power.
He said he used to fight and train with loose fists, but he started practicing making his fists tight right before he punched.
I fought with loose fists too because it kept my forearms from getting tired and it seemed like it made me faster. Plus it probably helped to keep me relaxed.
So I started using the tight fist method against the heavy i used to spar and train with. After the first sparring session he told me that it felt like i was punching harder and sharper.
When you wrap your hands heavy and wear 8 or 10 oz gloves, and make a tight fist, it does seem to make your gloves look a little smaller, and your punches seem to feel harder and sharper.
The only downside that I noticed about fighting with a tight fist is that it changes your range and reach a little bit.
I think that's what going on with Golovkin's gloves, he is using more handwrap and making a tight fist. A little more handwrap is helpful because I noticed that even though i felt like i was punching harder with a tighter fist, it also hurt my hand more when i'd bounce one off a guys head.

That said, they are not smaller or unusual in any way. I think his power comes from planting his feet and using good form. It's pretty clear that his technique generates a lot of strength. It's nothing to do with his muscles or equipment.
I'm not going to turn a blind eye to the possibility of cheating, because it happens, but I haven't ever looked at the guy and said, "Those gloves are loaded".

Floyd refused to fight maidana unless he wore pillow gloves. he wouldn't let him wear any of the gloves that were approved. not just one pair. any of them. mans a coward. deal with it. don't try to rewrite history and blame maidana when maidana was willing to wear any of the gloves but Floyd was too scared.

The Nevada State Athletic Commission (NSAC) agreed and said that they would not allow the gloves. The Maidana camp switched to the "stock" red Everlast MX gloves. These were approved by the NSAC, but the Mayweather camp continues to object, saying that they aren't going to fight if Maidana wears the Everlast gloves.

You could be onto something there. GGG does a lot of work in the gym building up his forearm and wrist strength because he thinks that will help him punch harder. Maybe keeping his fists tightly clenched at all times is part of that?
Did you see the tale of the tape stats before GGG/Brook? Golovkin's forearms are thicker than his biceps, and he has a freakishly strong grip. Check out this video:

In this photo especially, look at Kell Gloves and His Gloves, GGG Gloves looks smaller no doubt about that
He had a good long, loosish jab vs Lemieux so i doubt he's clenching his fist non-stop. He's also decent at parrying jabs so also doubtful he has his fist clenched all day. They just look smaller because he has enormous forearms. They stick out more than the gloves.
What's with the physique comment anyway? He has disproportionately big forearms in the same way Pac's calves are freakish to him. GGG is solid as f uck and if you watch his mechanics/delivery/feet you can see the leverage and balance. What kind of weird theories are these? People say he's strong as f uck and has crazy strong hands (if you look at his forearms I guess its obvious). He has good punch variety and yeah, sometimes he'll leap in with a stiff hard jab with a clearly "clenched" fist but other times he'"" throw it out more loose. If only he was THAT one dimentional people would be able to deal with him a bit better.

If GGG had a more muscular build maybe his punching power wouldnt be suspicious. I know that slim guys and guys with no physique can hit hard too.

I just KNOW that a tight fist helps punching power, but you sacrifice a little speed and reach.

Meantime, highly experienced trainers: Buddy McGirt, Robert Garcia, Andre Roizer (who makes his own brand of gloves - Havoc), and now Dominic Ingle - have all personally inspected and tried on these gloves, and approved them.
They do look smallish, but thats because he probably keeps a tight fist at all times.
That would also explain his lack of good defense because he is a little more tense, so he just covers his face with his gloves for defense, rather than catching or blocking punches.
And it also would explain his shorter punches because he isn't loose enough to extend because his arms are tense.
