Golovkin is not a draw, simple as that in my opinion; K2 went back to the very same SoCal building (where they'd already done 13k tickets for Golovkin-Monroe) and balked at running the full 17k-seat building. Golovkin-Lemieux, after all the work that HBO did in trying to make Golovkin a star in those 3 years of TV, did less than 150k (though likely more than 100k) PPV buys.
I don't think that anyone can find fault with those two point.
If Alvarez-Khan really did end up doing significantly less than 600k PPV buys (odds on the fight ended up narrowing down to Alvarez 5:1, but Amir Khan was also a broadly known fighter), how could anyone project monster business for Alvarez-Golovkin (early bookies have Golovkin a 4:1 favorite)?
Alvarez-Golovkin does 400k-500k PPV buys (the number may goose up to 600k depending on how hard HBO push), for the simple fact that neither fighter has yet to crossover into the casual PPV market all the way.

Gennady Golovkin, after three years of HBO pushing him as the "second coming" of great fighters, did less than 150k PPV buys at $50 a pop (Tom Loeffler's number was absolute bull****, so the question is basically how much lower than Loeffler's number was the actual number).
Alvarez-Khan basically ended up doing ~500k PPV buys (Oscar's number is bull****, so the question is how much lower than Oscar's number is the actual number). Alvarez-Angulo ended up doing 350k PPV buys, with Alvarez-Lara basically doing 300k PPV buys.
When put in showdowns with other establish draws (Mayweather-Alvarez did 2.2m PPV buys, while Cotto-Alvarez has apparently done 950k PPV buys), Alvarez does really good business; Golovkin is not an establish draw, in any semblance of the term

The fight is not happening on anyone's terms. The fight is not happening at all. If the fight was going to happen, Alvarez would not have vacated the belt. In spite of what they claim, Alvarez and Oscar are not negotiating a fight with Golovkin and he will never fight Golovkin, at least not before Golovkin declines and has lost a few fights.
