To be honest, there are pretty much only 3 viable options.
There's Golden Boy Promotions, Mayweather Promotions, or he can sign with Al Haymon and fight on the PBC platform. Keep in mind Al Haymon is not a promoter, only an adviser, therefore he wouldn't have to pay promoter fees assuming he stayed a free agent signed to Haymon. But does he have enough pull to be a free agent advised under Haymon like Garcia, Porter, Thurman, Khan, etc?
Mikey's ultimate goal is to not only become a top pound for pound fighter, but also to get those big money fights that will let him retire comfortably. So keep in mind the fighters/potential opponents that each promoter has for Mikey. I think it's safe to assume that Mikey will return as a JWW. 140 is a safe bet for him now and eventually, he'll move up to 147.
thats not why, he got his panties wet when mayweather invited mikey to a media workout of his and mikey got impressed with how mayweather works out.
and mayweather got his team figths etc under his undercards etc when showtime still had to kiss mayweather ass, now showtime doesnt have too mayweather is retired and have no leverage.
That only really applies to Bey's fights against Molina Jr. and Vazquez and a few of J'Leon Love's fights. Badou Jack has been on a solid streak of good matchmaking after PBC. Theopane too.
Mayweather and Haymon do consistent business with each other so there's no shortage of opposition there.
Being with Floyd is basically being with pbc. But Floyd would promote him more than guys like Porter or thurman
True, but that's just another person he has to pay every time he fights.
I like mikey but hes a lame, dude has a bro crush on Mayweather and 100% expect him to sign with mayweather no matter what, mayweather can offer mickey 5 dollars per fight and mickey buster ass will take it.
He's not a terrible matchmaker for what he's working with though. He got J'Leon Love some decent paydays despite being a chinny gatekeeper at best. Same with Mickey Bey Jr. And Ashley Theopane just got a huge payday against Broner. Tank looking like he's going to get bigger and better paydays under Mayweather's tutelage. And look at Badou Jack, dude is coming off back to back to back great fights with good money. Dude just fought Groves and going for Bute next.
Mikey respects Floyd because he's not about all that macho brawling stuff. He's into skillful boxing with movement. He knows what boxing is about.

As for me personally, I would rule out Golden Boy Promotions. These days they are perceived as the best option for Latino (especially Mexican) fighters but that alone isn't a good enough reason. That's not to say they don't have other talent, but it's mostly a one-way street over there. The same issue that applied with Top Rank would apply there. They can ONLY fight on HBO in either in-house fights or fights with Top Rank, a Golden Boy ally. But would Bob even be willing to work with Mikey, considering the circumstances surrounding Mikey breaking away from the contract? And would Mikey even want to deal with Bob Arum yet again? I doubt it.
Mayweather Promotions is a decent option, but not the best. Most, if not all Mayweather Promotions fighters are also signed to Al Haymon. So every time these guys fight they have to pay the promoter and the adviser. They're just losing money, IMO. However, they do get their names attached to Floyd Mayweather himself, which is great publicity. And Floyd has shown his ability as a promoter to get his guys very solid fights.
I think using Al Haymon's services as a free agent would be his best option. Mikey is good enough and is very marketable. Al's stable at 140 and 147 is the deepest in boxing. Plus, like Khan and others, Al has shown that he has no problem letting his fighters fight off the PBC network if it's a big opportunity for his fighters.
