Deadspin has a writeup (LINK) about some of the struggles FS1 is having. In spite of being in almost as many homes as ESPN, it's having problems with drawing viewers.
The tidbit might explain the rumors of the sudden willingness by Fox to lock PBC up exclusively. Looking at the spreadsheet in the link, the PBC shows have some of the higher ratings for the network during the timeframe, outperforming FS1's college basketball offerings. (The Ultimate Fighter is doing real well for the netowrk):

Ratings across the network’s program schedule rarely rise above the “scratch” level, which Nielsen defines as having enough viewers to be accurately recorded. Even worse, FS1 programming is regularly beaten in the ratings by programs on networks with far fewer potential viewers—and even other Fox Sports-operated channels.

As you can see, Fox Sports 1 reaches more homes than any sports network not named ESPN or ESPN2, and is available on tens of millions more televisions than many of its competitors. That hasn’t stopped those competitors from regularly beating FS1 in the ratings.

FS1's only reliable ratings draw is PBC boxing—which, given its airtime purchase nature, is essentially an infomercial for Al Haymon—and the daily, live NASCAR Race Hub. UFC programming is also strong, though it doesn’t manage to beat out the likes of women’s volleyball, President’s Cup golf, or a Bucks-Kings game on NBATV during our ratings sample period. Fox Sports 1 is available in 84 million households; it should rarely if ever lose ratings hours to programs on Univision Deportes or (especially) Fox Deportes, but that’s exactly what happens.

The ratings are not sufferingas much as the other material on FS1 it seems. Sill not reaching a ton of people, though good for their time slots. I'd be concerned about Fox "locking up" PBC in an effort to save fs1 as it it would be like someone hanging onto you as you're swimming for your life. The brilliant thing (and also bewildering thing) about PBC is how it's on so many networks. There's value in that widespread exposure. I think they should let it grow before committing to any one network.
It's inevitable that a deal will happen. The only question is the amount PBC will receive. GBP was getting about $50k a show for their FS1 series. That's embarrassingly low.
PBC is probably shooting for $250k per show and might end up getting $150k to start. Things are looking real solid for PBC. By 2017 the truth will play out.
so PBC does better numbers on FS1 than UFC?! I thought boxing was dead?
I believe the UFC numbers were better, but PBC is doing better than most programming for FS1.

All we can do is what and see how things turn out, lets just say that it is Sports in which Networks are paying up Millions and even Billions of $ for the right to show their Games and they don't draw Ratings anything close to what PBC is drawing
PBC is going to take time to build up, expecting complete success in 9-10 months of being in Business is Ridiculous but hey let the people who live to see this thing fail enjoy believing that
