Stephen Breadman Edwards, who contributes to boxingscene.com has remarked that many fighters only want to fight a couple times a year at most because they need the off time to cycle on and off PEDs so they can gain the benefits but not have it in their system when the testing begins.
In 2015, mostly because of the launch of PBC, there were many opportunities for most fighters to fight at least 3 times. Especially under PBC, there were almost unlimited tv dates and money to be made. Some fighters took advantage, others didn't.
danny Garcia and Keith Thurman come to mind as fighters who could've been more active (not to mention could've pushed for better opponents). does this make you suspicious about them in regards to cycling on and off PEDs in their off-time? Of course there are other reasons that guys are inactive: some guys are just lazy, some are dumb (like Amir khan), some don't really love the sport and are just happy with the money, and guys on the other side (hbo) have a more difficult time finding opponents and tv dates.
But I do find it suspicious in some regards. If you are a top Haymon guy that only had one or two fights in 2015, then you should've taken advantage of all the opportunities available, which aren't guaranteed forever.

The situation with Pacquiao, I always said I don't think he did anything. However, I did say he is not doing himself any favors by rejecting OST. It made him look like he was taking something. Otherwise, if you pass your tests, you are clean. Just cause a fighter looks better than me doesn't mean I have to put them down. Get off your couch and start working out, maybe you'll one day be in a position where you look good enough that people accuse you of using steroids.

I"m suspicious of all fighters though, I don't just throw that suspicion to one group of fighters cause they happen to be with a certain manager/advisor
I think due to the testing process under most commissions everyone could be considered suspect. I think you could even fight way more than twice a year & never get caught if you were using with most commissions just doing post fight testing I believe anyway. I like Breadman, but he loves talking about wacky **** too much. I guarantee he gots a subscription to Infowars.
I was under the impression that many of the pbc fights have USADA testing during training camp. But I don't know if that's a fact or not.

Considering how much some of these Haymon guys make(also considering opposition and interest) maybe it's not much of an option to fight so frequently?
that's possible. Pbc is so much of a mystery that we are only left to make assumptions on many things. but I think 3 fights would have been available for the top Haymon guys.
