Cotto is going to lose on Saturday so no point in paying a 300k fee for a belt you will be handing over to Canelo this weekend anyway. Better let the WBC strip you, let Canelo pick up the belt and keep that money in your pocket. And from my understanding the step aside fee was paid to GGG in order for the WBC to allow Cotto to negotiate a fight with Canelo coming in as the champion. If they didn't pay him the WBC would have just upgraded GGG as the full champ before his last fight but GGG wanted to fight the Canelo/Cotto winner for the belt and the payday so he took the money. From the ESPN article: "According to a source with knowledge of that agreement, Golovkin was paid $800,000, and after having already paid a portion of the step-aside fee, Cotto felt that having to pay another $300,000 to have the WBC sanction the fight was too much." Cotto's promotors Roc Nation paid 800 K to GGG's team to avoid fighting him, instead to fight Canelo. But then WBC also wanted their piece of cake and asked 300 K, Cotto rejected that. So WBC stripped 160 belt from Cotto.

With no title on the line, Cotto-Canelo is probably a 50-50 split on money, or maybe even 60-40 Canelo's way.
