I'd say true. Doesn't matter who (Lucas, Brook, Khan, Crawford) Pacquiao would easily sell more than Mayweather's 400k PPV buy.

It really does depend on who he fights (obviously). There wasn't much interest in his last comeback fights after the Marquez KO, because they were seen as tune-ups.. and people were writing PAC off after that brutal KO, but he barely took any punishment on May 2nd besides the shoulder injury so if he fights a Matthyse or a Khan I'm pretty sure it will do better than Berto.
Pacquaio-Khan will do better numbers for sure.
Pacquaio-Matthysse I'd expect about the same number.
Pacquaio-Crawford I'd expect less numbers.
