The situation is a bit similar to a tax payer who hasn't paid all his taxes yet. When the police stops him for speeding he takes the opportunity to pay the police with the tax money to avoid any charges. However, the police doesn't collect tax money for obvious reasons.
In a similar way, the USADA people who came to Floyd are kind of drug police, and USADA's fees are of course not collected by USADA's police who are conducting the doping tests, for the same reasons as it is inappropriate trying to bribe the police when speeding.
So Floyd's check clearly looks like a bribe.

Yet . Usada stated they showed up to do a random at floyds house the night before the fights and caught him administering an illegal iv of 750 ml . They told the nsac that. And than admitted that floyd applied for a TUE through usada 19 days after the fight. So his TUE injections were applied for 19 days later. NSAC stated usada has no authority to grant TUE's . Only NSAC can do such a thing.
You cant have a legal iv at your house. Has to be a hospital. Cant have more than 50ml every 6 hours. Yet floyd had an illegal iv at his house of 750 ml within 1 hour.
