I doubt he meant Briggs who was caught and isn't on top, it's much more likely he was alluding to Klitschko who nearly 40 has an excellent physique and who beat Thompson twice (everyone loves an excuse, right?).
We hear this all the time from people who lose fights or don't have the discipline to stay in shape. It's easier than believing the other guy is a better boxer.

Since you asked, I don't believe all British, Russian, Polish, Mexican, Argetinian or Puerto Rican fighters are clean.
I do believe that when caught none of them should be given a pass, no matter how good they appeared or how nice they seemed.
If boxing fans condone drug use, we don't have a sport at all just a doping competition like 80s sprinting or 90s cycling (and that's without factoring in the added danger).

I agree with him. They're not preventing PEDs, but they could regulate them. Guys are using in them in uneducated ways causing harm to themselves. With some PEDs it's almost a gray area in the difference between legal/illegal and why one's legal/illegal. They would be leveling the playing field by opening it up to both contestants, not just the one with better connections.
Most PEDs are focused on out of season enhancing, making the body stronger before training camp. Some fighters use high altitude or hypoxic training to get the same benefits/advantages from doping. Yes they sacrifice more to achieve it, but they still show up for a fight with that advantage over their opponent. Some fighters are using cryo-chambers and hyperbaric chambers for faster recovery, again providing them with an artificial advantage. Where's the line and why is it a line? If fighter A has more money for better training, better sparring, and better nutrition isn't that an unfair advantage? What the true purpose of banning PEDs? Fighter A is rich and picks an opponent on short notice, how that less dangerous to Fighter B, than if he had full training camp to prepare for a guy who's on the same/similar supplement as him?
Keep in mind 20 years from now PEDs will be nearly obsolete with genetic manipulation on the horizon. Altering somebody's body to have faster recovery or faster/stronger muscles.
