For such a small island they do well enough, they'll always have top fighters. As for mexico they should be expected to be better considering the size of the country. not hating but canelo is probably mexicos best guy and he got beat by lara imo but it is what it is. Puerto Rico need to start turning out some good fighters, they seem to be becoming a footnote in boxing. They can no longer compete with Americans, Mexicans, Cubans, Russians, Argentinians, ect. Dulorme didn't pan out and Cotto is winding down his career and might take a beating from Canelo or GGG. Verdejo looks to be the goods, but you're only as good as your competition and the guy hasn't even faced a C level guy.
