I don't think Texas is crooked in the sense that they only favor of Mexicans. The commission is just notoriously hands-off there and every event it seems like someone got paid off. Chavez pretty much verbally instructing "his" ref to take a point for a headbutt that was more his own fault was just as nauseating.
