If Im not mistaken(And I very well could be) Managers/Advisers or maybe just in Al Haymon's case, Its in the contract that the manager can veto or block any deal that a promotion offers their fighter
So Broner(and the other fighters) saying "no" personally is just a nice gesture they allow the fighter to do instead of headlines reading "Al Haymon blocks deal" which is the kind of bad press they take measures in avoiding with Haymon's name.
