Watching the Pacquiao fight I think he has significantly declined since say the Canelo fight, for me hes fighting at 70% of what he used to be. His reactions are still sharp but you can see their is some delay in the pacquiao fight, his foot speed also has slowed.

Significantly. I've re-watched his fights with Marquez/De La Hoya recently and you can see how fast he was back then but if you go even further back to his days at the lighter weights in his 20's it's even more drastic.
That leaping left hook was a great weapon of his.
He's 38. If not for his ridiculous ring IQ, he'd have several losses on his dossier by now. Foot speed has slowed immensely. Hands are still fast though when throwing one punch at a time. When he tries to throw two or more it's almost painful to watch. Accuracy and reflexes have slowed tremendously as well. Mayweather is and has been in serious decline but what hasn't slowed is his mind.
Yeah hes not confident throwing combinations during a fight anymore, hes sort of moulding into b-hop workrate as he ages.
He knows how to adapt and win the fight which is what counts, its amazing how good he actually was in his prime with his reflexes, footwork and ring IQ.
He is almost 40, he has slowed right down its just Pacquaio gave him the time he needs to think and operate.

Plenty of people considered Pacquiao's handspeed and speed of foot to be equal to Floyd, even i thought they might be even in that respect but Floyd made him look very slow at times, and it wasn't just down to the phantom shoulder injury. His punches just get from A to B quicker, his reflex and footwork was just a lot sharper and faster.
I think Roy Jones pointed out that Pacquiao seems quicker or looks quicker but Floyd is actually faster in the sense he gets from point A to B much faster than Pacquiao. That right hand is lightning fast and it's not telegraphed at all which makes it even more difficult to stop.

He's obviously declined but its hard to say as his boxing brain can make up for any physical decline. He always seems to be 2 steps ahead of his opponent.

He's declined so much he makes his opponents' KO plans fly out the window.
