That happened in most western countries.
People began to have better options than getting punched in the face for a living, and a number of sports became affordable.
Tennis, swimming, and biking were considered sports for 'rich people', not anymore. Recently more and more people started to play basketball and rugby.
The US are not so unique as many seem to believe.
The only exceptional facts I can think of are incarceration rate per capita and defense budget.
If one wants to speculate, it's much more likely that all these American champions are in jail rather than playing basketball.

I don't think anyone is seriously implying that US fighters are inherently inferior.
It's really quite simple: When you're the only ones fighting you always win. When the outside world is included, you usually don't win because you are a small portion of the world.
The football/basketball argument is silly most of all because it's unnecessary. A wholly unnecessary argument introduced to explain why despite being superior, the US no longer dominates boxing because "________________________". No, it was never superior to begin with and the increased participation of the outside world merely made it public knowledge. People clinging to this NBA nonsense are desperately trying to explain why an entity they mistakenly believe to be superior isn't performing well.
Surely people realize other sports exist in Europe and Latin America and that the US is not somehow unique in forcing athletes to choose between them and boxing? Many of the champions from those countries are a perfect size for participation in their country's most popular sports, but they box instead.
The theory simply fails every test of logic on every level. It reeks of insecurity and nationalistic/racial agendas. It has all of the subtly of a guy with a small wiener passionately ranting about how it's a myth that sausages are better than hot dogs at the dinner table every night. When someone finally tells him to shut up, he accuses them of "being in a league with sausage". Unnecessary, bizarre, hysterical insecurity.
