Cotto has some leverage against Floyd he didn't have in the past in that he has options. If Floyd doesn't give him what he wants he can go fight Canelo and take Floyd's date and put pressure on Floyd to fight Pacquiao, which he clearly doesn't want to do. Their first fight result is irrelevant.
Cotto is trying to have a bidding war and make the most money possible.

The A/B side thing is an argument used to justify demands, it's not a real thing. It's not like people in the real world need to settle who's the A-side and who's the B-side every time they strike a business deal.
All that really matters is the power either side to walk away, and what's there for them if they do.
That's what's really at the root of the Pac-Floyd impasse, not this A-Side/B-Side nonsense. Both sides have been able to walk away and fall back on options that make them more than enough money to keep them satisfied.
The alternatives have always been really attractive for both, and the gap between an agreement and those other options has always been something they can live with. Only when that changes will either side bend to the other. That's how negotiation works.

I'd much rather see PAC vs Floyd. Even if it is 5 years past due.. But I wouldn't blame Cotto if he takes a Floyd fight.. It makes sense financially and he has a chance to avenge his loss with a great trainer... Cotto vs Canelo will be there regardless if Cotto loses to Floyd.. Floyd will not be there if he loses to Canelo.. Although I don't particularly care for the rematch and would much rather see Cotto vs Canelo, I can see why FloydCotto could be made...
