It's subjective. Outside of a few obvious guys.
There's more B C D level fighters than there is A.
How about climbing five plus weight classes, and winning titles in a few of them. Like May, and Pac. That to me is a sign of an obvious A level fighter. Shows they can adapt and mix it up with anyone.
You can't just throw anyone in the a level. That borders the brink of perfection.
There's nothing wrong with being a solid B, C level fighter. Not everyone can be great. But a lot of boxers are good.
So where does that leave Hopkins? C fighter?

A Level IMO is just a guy at the top of his game and is just head and shoulders above everybody else in and around his Division. Currently that could be:
Mayweather
Ward
Rigondeaux
Wlad
I don't see any fighters in or around their division that would be the favorite over them at the moment. Not only that but regardless of their styles, these guys don't JUST win, they dominate and embarrass their opponents and make them look like they're completely out of their league.
Guys next in line that I THINK can possibly reach that Elite Level:
GGG
Demetrius Andrade
Terence Crawford
Nicholas Walters
Keith Thurman
Rances Barthelemy
Rigondeaux, Mayweather, Ward, Pacquiao...those are the gaurenteed A level fighters.
After that, there is much bias towards and against other fighters which makes the lists a bit spread out.
