The US, followed by Britain and Mexico. Boxing was not yet a global sport and mainly a backyard American contest.

Just pull up some ratings from the '70s and it should give you an idea of the national representation of "big name" fighters. On BoxRec you can look up the top 10 for every year... Because pro boxing was banned under communism.

You do know that pro sports (including boxing) were banned in the Communist / Socialist Bloc countries at that time? Best countries? Pretty much as today I think (excluding the above mentioned EE / Soviet states and Cuba). US and Mexico at the forefront.
