Clinching as a main defense can only be effective with the ref allowing it. If not, you're screwed. Which means the opponent of the clincher is fighting two people and is in a bad predicament. The only way it could be fair is for the ref to not interrupt the clinch and let Rios, in this case, deal with it.
Guerrero was lucky when he fought Berto. They had a ref that didn't interfere too much and just let the cliinching process took its course.
Most people are who against "clinching" which is a common tactic that has been used for centuries, are usually against boxing and movement in general. Clinching can be tolerable at times, but when it becomes the main defense of a fighter, it's no longer boxing. It's cheating.

You suppose to keep both arm tucked inside and keep working and when he starts to try and grab push him. Yes Pushing is illegal but most ref would allow it if he sees the guy trying to grab. Also good movement, jab and countering will keep guys off of you as well.

Rios is a caveman that we all love because he smiles when a punch embarrasses him or hurts him and we love it too. But we know that those types have short careers.
If you can't handle cavemen, you should switch to golf or something. The way to handle cavemen is not easy, but it is straightforward. You move around. Of course, it takes proper conditioning, which is all part of the sport. You don't complain about cavemen. You do ample preparation.
