Hopkins, because of his style. Toney is too erect and relies too much on upper body movement, and legs are too stiff. BUT, I think Toney is a strong enough puncher where he can catch Hopkins with something nice on the inside, and hurt him. Although Hopkins would smother him against a wall or something. Just toe to toe, and somewhat like boxing rules, Toney would hurt Hopkins without gloves.
