Pac's wins over Barrera at 126 and Marquez at 130 (though controversial) give him an edge over Floyd.
To me, Manny has beaten like 9-10 fighters who were legit wins at the times.
Sasakul, Ledwaba, Barrera, Morales, Marquez, Hatton, Cotto, Clottey, and Bradley. You could maybe add Solis or Diaz if you're being generous.

Genaro, Corrales, J. Chavez, Castillo, Judah, Baldomir, De La Hoya, Hatton, Marquez, Mosley, Ortiz, Cotto, Guerrero, Canelo. You could maybe add Manfredy at 130 coming off beating Gatti, Corley, Gatti, and C. Hernandez if you're including wins that are decent like those.
I think Floyd has more legit wins, but Pac's wins over Barrera and Marquez give him an edge IMO.

It's difficult to say because there were world titles back then that were respected that are now seen as cheap titles like the NABF, NBA, I think it's those and some other ones that actually were legit back then.
