Both May and Pac seem fine with not fighting each other and neither seem in a rush to make this fight. due to Pacs recent Monetary issues and his lack of PPV draw you would imagine he probably needs this fight more.
Shane Moseley really wanted the floyd fight so much so he entered the ring after the JMM fight to stir up so hype and intrest, i believe the fight would not of happened if Shane didnt do that. after maragarito he was avoided for 12 months, Pacqiuao had a chance to fight him, am while im sure he would of done, his camp/promotors refused to make the fight even with an 80/20 split in pacs favour. Until floyd eventually fought him Shane was being avoided despite how vocal he was about wanting to fight everyone!
my question is this, if Pac really, really wants this fight should he drop his nice guy persona and enter the ring after floyds next fight to stir up some intrest? frankly i think the may vs pac buzz has died down a lot. infact i think there is more competitive and bigger fights out for floyd, maybe less so for pacqiuao.
like with Ali vs Liston, Leornard vs Haggler and with Shane vs Floyd, sometimes to create a fight the challenger/ underdog has to do a lot of work to make it happen, so is it floyd or mannys responsibility to make it happen??.

Mayweather, he is his own boss, has far more flexibility business wise. But i don't think he wants it.
Just to make this interesting and different, I would blame the fans, we kept on buying fights that are not PPV worthy. If we want pac vs mayweather; then, stop supporting both of them for a couple of fights (just use streaming for a while); now, this are bright people and will very soon realize they won't earn enough money --if they won't give what fans wants. (fights that really mattered most, and not some sideshows or mismatches that is just built up to keep our hopes up and steal quick bucks from us fans.)
Now hopefully, upon realizing that this is the only way to get back the enthusiasm of fans in boxing; --boxing in general would probably change the whole system and revert back to the old days; -- when the priority is to make the best of the best fights (or match-ups that are really compelling) in order to get the tremendous amount of money back from fans. Should this happen, then, everyone wins, boxing especially will be at its pinnacle in no time, once again!
Sounds easy but it's not, but we can do this; and, it starts on individuals. We have the power, -- because we made them the fighter/promoter who they are now.

It seems that arum is happy to have his fighters fight less competitive fights and fight other top rank opponents so whoever wins, he does.
to be fair to floyd he would IMO make any fight he never dodged anyone on the way up. the fight would be made if Arum would let Mayweather promote the fight, that i believe is the main stumbling block

None. There's nothing either of them can do until Pac's contract is up. When that happens, if Pac signs with TR again, then that would be the final nail in the coffin.

Like Floyd says all roads lead through Floyd he has the highest PPv numbers. Floyd can make any fight happen if he wants. No matter the promoter or network. If Floyd really wanted it Golden Boy and HBO/Show time would be on board.
It's Floyd responsibility because in his own words, he's his own promoter.

It's nobody's responsibility to push this fight. Why would one fighter or the other have a responsibility to push this fight? Pacquiao has said he would like to fight Mayweather about 100 thousand times and he said he would take whatever fucing test his highness wanted him to take. Mayweather's response is always totally unreasonable. First Pacquiao must leave Arum and sign to fight a number of fights for Floyd's money team. Then Floyd will agree to give Pacquiao a very small amount of the money that their fight makes. Something like 80% for Floyd and 20% for Manny. Pacquiao is not going to accept unreasonable terms like that. No fighter as big and important as Pacquiao is would ever accept such unfair and unreasonable terms. Who in Fuk is Mayweather to tell the second biggest money maker in the sport that he must leave his promoter and fight for him and even then get the short, short, short end of the money split????? If you are wondering who is preventing this fight from happening here is a hint. His name starts with Floyd and ends with Mayweather.

You can't negotiate with a coward. Mayweather needs to show even one sign that he wants the fight and stop running away with excuses. It takes two to tango and negotiate a fight.
There's no need to call him a corward though, anyone getting in the ring shouldn't neither. Saying such thing only proves that you never laced up dude.
Down the road, when they look at legacies, who would they say ducked who? Majority will say Floyd. Manny needs the fight more, financially, but Floyd needs it more for his legacy.
I agree man, years and years from now when this current era is long gone and people remember the fighters of today, people will probably hold Floyd responsible of ducking the fight. I think history will consider him the better one of the two but the one who didn't want the fight...
To answer the thread question, I think it's both of these guys responsibility to fight. I'm not gonna accuse Floyd for the roadblocks or Manny for hiding behind Arum or whatever...But ultimately if this fight is to happen, it's on both of them, if it doesn't happen, it's still on both of them in my opinion.
