The definition varies, some compile them on resume, some on head to head if they were all the same size, some use other references. The only thing that's consistent is that they're personal lists with personal preferences.
Froch is in Ring's top 10, TBR's top 10, boxingscene's top 10 etc, but more importantly for the sport he avoids no one and wins far more than he loses.
I don't like giving fighter's credit who avoid certain fighters over those who don't. Everyone can have a top record picking and choosing opponents to suit them while avoiding those who would trouble them. I made my criteria clear:

When you make these lists, ask yourself, has this guy beaten the other top guy in his division. If he hasn't for reasons other than not fighting because of promotional conflict, then don't put him in the list.

Everyone agrees that Pac beat Bradley.
Martinez declined a lot in his last fight. He could have lost that fight but the judges saved him. (dont say it was a robbery, but it could have gone either way)
And Murray is nothing special...
How Pacquiao who lost 2 out of his last 3 fights, above the P4P LINEAL Middleweight Champion of the world, Sergio Martinez, is unknown to me.
+ when he comes back he fights a easy fight, Sergio hasn't had the most popular competition, but it all has been stiff competition.

Ward has cleaned out his division. Rodriguez was one of the best 168 pounders he hadn't already beat yet.
It's a combo of all 3 criteria with excitement being least important..
Ok so JMM beat PAC but PAC beat Bradley in most people eyes but Bradley beat JMM. So how do you want me to order these 3? The way I do it is to ask myself which of the 3 beats the top 10 in their division the most and it's PAC.

Pacman beats most of the top 10 in his division?? Are you sure? He's beaten 1 prime welterweight in his entire run there (and needed a catchweight to do it). Well he beat Clottey too. Don't even know if he even had a prime honestly. Right now Bradley should be ranked higher than Marquez who ranks higher than Pacman. He's the youngest, freshest and has more of an elite hof career left.

My list is based off these 3 things in the following order:
1) recent wins against best in division
2) career accomplishments
3) excitement
