Is Timothy Bradley a B or a C level fighter?

As most people agree that Bradley has not only duck Khan but he also been beat by Pac, Marquez + of course Provodnokov.. where you rank him - as a B or a C level fighter? I had just woken up and accidentally pressed B level before remembering the JMM fight. It kind of made me acknowledge how level headed he was against Pac, neutralizing Manny's offense and all. Didn't look the least bit disfigured post-match either. Tim may not be the leader but he can still run with the A-Pack. He needed a wheelchair. He can 'run' alright.

I voted he is absolutely an A fighter. I thought Pacquiao clearly beat him but that is no disgrace. He clearly beat Marquez in my opinion and I thought his fight with Provodnokov was an even fight that could have been a draw but Provodnokov has been shown to be a monster with his great KO win over Alvarado. Bradley never ducked Khan and he would beat Khan easily if they ever fought. He passed on Khan to fight Pacquiao who is 100 times as good as Khan so how can that possibly be a duck???? Bradley is clearly one of the 6 or 7 best PFP fighters in the world and many rank him in the top 3 PFP. How can a fighter who on paper has never lost a fight and has wins over both Pacquiao and Marquez and is rated by most as being a top 5 PFP fighter be anything but A rated????
