Fight night weights aren't reflective of walk around weight between camps, dummy. Floyd don't walk around at no 147/150, it's more like a cool 157. It's not an accurate reflection, but it's a decent measure of where they really are in terms of weight. Keep in mind that he stays in-shape year-round. So it's very possible that he does walk around at 150 lbs. Also he's gone on record in the past saying that he's not a fan of cutting so much weight, only to blow back up again after the fight. You might as well say Pacquaio walks around at 157 or 160 lbs too. Their tales of the tapes are almost identical.

However I think what he meant was in terms of walk around weight hes a similar weight to the 140 pound fighters, as his walk around weight and fight night weight is usually 150ish at most.
I believe Floyd is stronger and hits harder than what people think, however I don't think its solely strength and power that gives him the ability to stun his opponent and keep them at bay, I think a lot of it is down to him timing him opponent so brilliantly and being so accurate.

We used to see him eating candy, McDonald's, Taco Bell etc during training camp...I think he could make 40 if he had his mind made up before camp. I think it's incredible that he fights fairly close to his walk around weight.
For Mayweather's standards of making weight, he can't make 140.
For 99% of fighters weight making standards, which is to kill yourself and train hard to shed the weight, Mayweather could make 140.
It's that simple, nobody makes their weight healthily except for a handful of fighters. It's why they make up for it on FN and rehydrate 10-18lbs, while Floyd rehydrates 3-4lbs.
Anyone who thinks Floyd Mayweather could still healthily make 140 is a fanboy, plain and simple.

Using the big show fight as an example is laughable.
He is a small 147 pounder, he isn't a big guy at all he has long reach in relation to his height but that is about the only thing big about him.
He probably could dry out and make 140 but it would effect him especially at his age when he has no reason to mess around like that. I don't think Floyd is a bigger man than the 140 pounders out there, especially guys who started out there so it really shouldn't be that big a deal where he fights those guys at.
Generally speaking going up in weight shouldn't effect a guy unless he is fighting a guy a good bit larger, going down can make a guy unhealthy. A smaller guy can beat a bigger guy if they are good enough, but an unhealthy man will almost never beat a healthy man no matter the size difference.
