How many ATG/HOF boxers had Tattoos during their careers?

wtf are you serious? I don't believe that. How could a shot mosley be that high in p4p? Anyways that's no where close to his best. He was p4p #1 back in the day at lightweight etc wasn't he? You're only saying that now because you didn't know how people perceived him at the time. He was a "monster" at the time, that Roach, Arum and all anti-Floyd fans were saying he'd duck. Once Floyd signed to fight him, tunes changed and Mosley was old. He was not P4P #1 at 135 that I know of. He was never even Ring or Lineal champ at 135. The last 5 Ring/Lineal champs at 135 were Juan Manuel Marquez, Joel Casamayor, Diego Corrales, Jose Luis Castillo, Floyd Mayweather Jr. Mosley was a "beast" at 135 but against subpar competition. Mosley was P4P #1 I think when he beat DLH at 147 in 2000.

generally if you have a tattoo it usually means you're trying to make up for something, so you probably suck at boxing

I don't think there is any relationship between tattoos and success in the ring. I am an old guy and I remember a time when almost nobody had a tattoo including boxers. Now tattoos are so popular that almost everyone has at least one tattoo and many have damn near their entire body covered with them. Tattoos have completely lost their shock value and have become main stream. When a guy has hundreds of tattoos you don't look at any one tattoo. You just think, damn, that guy is just covered with tattoos. The best way to stand out from the crowd is to be one of the small minority that have no tattoos.

Tyson didn't get one till after he was washed up. I always thought the tadpole on Pac was a birthmark, still I give him a pass since it's not some huge over the top LOOK AT ME tattoo. Hes had that Che Guevara on his stomach since the 90s

Arturo Gatti is a HOF'er, he had tattoos. Winky Wright was top 5 P4P for a good minute, he had tats. Diego Corrales was top 5P4P and had tatts. Joe Calzaghe was top 3 P4P, future HOF'er and has a tattoo. There's more but those are off the top of my head.
