As for why he mentioned it damaging Floyd's legacy (while it clearly damages Manny's as well), I think that's because Floyd is undefeated and constantly talks about being the best ever whereas Manny is far from unbeaten and has several blemishes on his resume'.
Dan is a Floyd hater so this is pretty typical of him. But I don't understand why Manny and his team carry no weight for this fight not happening with so many proven reasons. Dan's statement goes both ways also.
I'd argue that Dan is not a Floyd hater, he goes back and forth on it. One on hand, he clearly seems to blame Floyd MORE for the fight not happening (though often saying that both are at fault, which of course is truth). On the other hand, he has often dropped thinly-veiled hints that he thinks Floyd would have won the fight without too much difficulty. Then, there was his nauseous praise of Floyd during the build-up to the Canelo fight. So he likes to be on both sides on the fence.

I am not a big Dan Rafael fan. Some aspects about him I like, others I despise. But one thing you can't say about him is that he's a Floyd hater. He is a RIGO hater.

Rafael is a pathetic hater, so for Floyd the bar keeps moving, he's the biggest name in the sport surpassing all records but he should lament not beating a prime Pacquiao that was under the thrall of Bob Arum? Yeah right. So now that Manny's broke and still defers to his promoter its Mayweather that should lament a fight that was never going to happen, ever? I think Rafael believes because he works for ESPN it makes him immune from the charge of complete and utter stupidity, he's really wrong about that.

(CNN) After Duck Dynasty leading star Phil Robertson was suspended following his gay slurs, A&E scrambled to find a replacement. The search didn't take long after A&E reached an agreement with Showtime, to co-star boxing super star Floyd "Money" Mayweather.
Showtime, tired of Mayweather ducking Manny Pacquiao and costing them millions of dollars, found a marketing miracle with the suspension of Phil Robertson. Mayweather the superstar boxer who is more concerned about his health and image outside the ring rather than his legacy inside the ring, was ecstatic with move.
The constant ducking he has done through the years has taken a toll on him. He was running out of opponents to duck and Showtime director, Stephen Espinoza, who orchestrated the signing of Mayweather was reportedly in line to get axed after costing the network millions. With a strike of marketing genius, he has struck gold.
Mayweather released this statement. "First of all I want to thank god. Without him this wouldn't be possible. I want to thank my team, Al Haymon and Leonard Ellerbe. For making this next fight the biggest of my life. I want to thank Showtime, A&E and Duck Dynasty for keeping my legacy alive and going. You know, I'm an American. I don't think so. Barrera I was a superb win; two heavily-disputed wins over Marquez; two wins over Morales after he lost to Raheem; and a great Cotto win. Much of his career above 130 has been smoke-and-mirrors.

130 down - Manny has a great resume.
135+ - smoke and mirriors.
Sorry Dan, but Floyd already has a legacy(although not as good as Manny's), but still good enough and a win over Sergio at 160lbs for the WBC Middleweight belt would be the icing on the cake.

Pac will be remembered ducking that test, then looking crappier and crappier as each fight went by ending in him getting KTFO by the superior boxer, Juan Manuel Marquez.

i'll start this by saying that pacquiao does have a better resume than mayweather, but i'd still pick mayweather to beat him at any weight in any fantasy matchup. his arms are too long, and he counters too well, especially with the right hand.
fanboys are not going to last that long. in 25 years floyd will be remembered first for how good his defense and technical ability was. i've never seen a fighter who was that sharp on defense. there aren't even all that many fighters whose defense comes close to mayweather. not fighting manny will be part of his legacy, but it won't cloud the fact that he's one of the best pure boxers of all time.
